In this year’s iteration, SCL (Singapore) continues to broaden its traditional geographical focus and presents its annual round-up of key legal issues affecting the construction law industry in Singapore. The importance of keeping abreast with these legal developments needs no explanation.

We have the pleasure of having two eminent construction law practitioners, Ms Laina Chan and Mr Christopher Chong, as our distinguished speakers.

Ms Laina Chan will review some of the important decisions from around the world that may be particularly relevant to Singapore.

Mr Christopher Chong will provide an overview of the recent developments in adjudication under the Security of Payment (SOP) Act and the latest construction law cases in Singapore over the past year.

About the Speakers:
Ms. Laina Chan – Barrister, Chair, Society of Construction Law Australia;  Director, Australian Construction Industry Forum

Laina is a barrister as well as the Chair of the Society of Construction Law Australia and a  director of the Australian Construction Industry Forum. Laina practices in the area of construction, property and insurance law. Recognised as the leading authority on the interplay between construction and insurance law, she has published extensively on the construction, property and insurance law.  Recently, she authored the chapters on professional liability and insuring risk in construction law in Bailey’s, “Construction Law in Australia”, Thomsen Reuters, 4th Edition. Laina and Professor J W Carter have also recently co-authored a paper on Mann v Paterson, a New Approach to Quantum Meruit Claims (2020) 36 BCL 4. Laina has a Certificate of Management Excellence from Harvard Business School having completed programs in negotiation, strategy and leadership. The programs have had a significant impact upon the way Laina approaches all negotiations and dispute resolution. Laina focuses on the interests of the parties during all negotiations and pursues resolutions that are in the best interests of the parties.

Mr. Christopher Chong - Director, Dispute Resolution, Head, Construction & Engineering, Drew & Napier LLC

Chris is an equity director in Drew & Napier LLC and he heads the firm’s Construction and Engineering practice. He is a Singapore qualified disputes lawyer who has successfully argued cases at all levels of the Singapore Courts, in arbitrations and in adjudications. He specialises in high value construction disputes and has been involved in more than 150 adjudications and reviews since 2013. Chris is a Senior Accredited Specialist in Building & Construction Law under the SAL’s Specialist Accreditation Scheme. He represents some of the largest international and domestic players in the construction sector, and works on many of the iconic projects in Singapore and in the region. These range from private sector projects such as Resorts World Sentosa to public sector projects such the various MRT lines. Chris is an accredited adjudicator with the SMC, and is also a member of the SMC’s Adjudication Training Faculty Committee.

 

About the Chairperson:

Ms. Moon Kua - Associate Director, Driver Trett; Vice-Chair, Society of Construction Law (Singapore)

Moon is a qualified quantity surveyor with over 20 years of professional experience in the construction industry. She has gained sector experience across rail, integrated resorts, commercial and residential buildings, healthcare and power generation projects. She is actively involved in both live projects and dispute resolution throughout her career. Moon has also managed commercial teams on large-scale projects. Her expertise includes contract advisory support, drafting contract and subcontract documentation and agreements, claims preparation and assessment and more recently, she is involved in forensic investigations involving an integrated mixed-use development in India. She has also been appointed as an expert on quantum related matters. Moon is a Fellow of the Singapore Institute of Arbitrators and a Member of the Chartered Institute of Arbitrators.
