About this Seminar

The SCL (Singapore) is pleased to present the 2026 edition of the Annual Construction Law Update. This year, we have Toh Chen Han who will present on developments in the area of construction law in Singapore and Adrian Hughes KC will do so likewise for England. As is usual, we will have a networking dinner and drinks after the seminar. Join us for an edifying evening of learning and mingling with fellow professionals.

About the Speakers

Mr. Adrian Hughes KC - Barrister and Arbitrator, 39 Essex Chambers

Adrian Hughes KC is a leading construction law specialist with a strong focus on international arbitration, particularly in Singapore, the Middle East and across Asia. He acts as counsel and arbitrator in major construction, engineering, energy, and infrastructure disputes, frequently involving complex contractual and technical issues. His international practice spans high-value arbitrations seated in Singapore, London, Hong Kong, Dubai, Malaysia, Saudi Arabia, the UAE and China, arising from power, transport, and major, highly complex, infrastructure projects worldwide.
Adrian is regularly appointed as arbitrator under SIAC and other major institutional rules, serving as president, party-nominated, or sole arbitrator. He also sits on dispute boards for large-scale international construction projects and acts as mediator and adjudicator. With extensive experience in Asia-related matters, including a leading China practice, he advises on UK–China and regional arbitration issues. 

Mr. Toh Chen Han – Partner, Pinsent Masons MPillay LLP

Toh Chen Han focuses on the resolution of construction, engineering and commercial disputes. He is a Past Chair of the Society of Construction Law (Singapore), and a Fellow of the Singapore Institute of Arbitrators. Chen Han acts as Counsel in international arbitrations, and in proceedings in Singapore's High Court and Court of Appeal. He has acted on major infrastructure projects such as the construction of power plants in Borneo, Pakistan, the Philippines and South Africa, international airports in India and Vietnam, the Red Line Commuter Train Project in Thailand, an iron-ore processing plant in Russia, and numerous large-scale projects in Singapore including the iconic Marine One development, Changi Airport, Sports Hub, Tuas Desalination Plant 3, Deep Tunnel Sewerage System Phase II, Lower Seletar Water Works, Changi Water Reclamation Plant Phase 2, Biopolis, Fusionopolis, Kallang-Paya Lebar Expressway, the Thomson, Eastern Region, and Jurong Region mass rapid transit lines.

About the Chairperson
Ms. Joanna Seetoh - Director, Legal & Compliance, Changi Airport Group (Singapore) Pte Ltd; Vice-Chair, Society of Construction Law (Singapore)

Joanna Seetoh is presently a Director (Legal & Compliance) in Changi Airport Group, with 17 years of experience as a disputes resolution practitioner. Having practiced in both Singapore and Hong Kong, Joanna frequently advised and represented clients as lead counsel in a variety of international disputes, including rail and metro, power plant, solar plant, mining, integrated resorts, and commercial and residential building projects. Joanna’s accolades include being ranked in 2022 and 2023 as a Future Star in Construction by Benchmark Litigation Asia Pacific, in 2023 by Asialaw as a Notable Practitioner in Construction, in 2024 as one of the Singapore Business Review’s Most Influential Lawyers under 40, and in 2025 by Legal 500 as a Next Generation Partner (Projects and Energy) and by Chambers & Partners as an Up and Coming practitioner (Construction: Domestic). She is also accredited as a Fellow of the Singapore Institute of Arbitrators, and is amongst the inaugural batch of practitioners recognized as an Accredited Specialist in Building and Construction Law by the Singapore Academy of Law.

Participants who wish to obtain CPD Points must comply strictly with the Attendance Policy set out in the CPD Guidelines. For this activity, participants are reminded to sign in on arrival and sign out at the conclusion of the event in the manner required by the organiser. Participants must not be absent from the event for more than 15 minutes. Participants who attend and comply strictly with the Attendance Policy may obtain Public CPD Points. REGISTRATION, REFUND & CANCELLATION POLICY

By completing the online registration form, Event registrants confirm their acceptance of the following Terms and Conditions:

  1. Places at the Event are limited and will be allocated by the Organiser at its discretion based on various criteria and in order of priority upon receipt of registration and all payments due.
  2. The Organiser reserves the right to update or amend the details of the programme and/or the speakers without prior notice.
  3. The Organiser reserves the right to refuse to register or admit any participant, and to cancel or postpone the Event.
  4. No refunds will be made for cancellations or no-shows by registrants. However, a confirmed registrant who has paid the registration fees but does not turn up for the Event will be entitled to a set of the materials provided, if any.
  5. If any registrant is unable to attend the Event, an equivalent substitute may attend instead at no extra charge, provided that at least 3 days prior written notice is given to the Organiser. All such requests will be considered at the Organiser’s discretion and subject to any applicable top-up in fees.
  6. Holding of any in-person Event may be subject to the approval of any relevant government authorities for public health or other reasons.
  7. In-person attendees at the Event must abide by any relevant public health or other measures imposed by the Government, the Event venue and the Organiser.
  8. The Organiser encourages any registrant displaying any COVID-19 symptoms to perform self-testing. Any registrant who tests positive is encouraged not to attend the Event and inform to the Organiser accordingly.
  9. As of 10 October 2022, the Vaccinated Differentiation Safe Management Measures (VDS) have been fully lifted in Singapore and the Organiser will no longer be requesting verification of COVID-19 vaccination status for entry to the Event. However, in the lead-up to the Event, the Organiser will monitor the situation closely and be in touch again should there be further changes to the prevailing national guidelines.
  10. Mask wearing is optional at all times during the Event. Please practice good personal hygiene, including frequent washing of hands and use of hand sanitisers.
  11. Event registrants confirm that all details submitted in the Event registration form are true and accurate.
