In Singapore, legislation is currently being drafted to introduce security of payment to improve cash-flow across the construction industry. Mr Mah Bow Tan, Minister for National Development, advised at the BCA Awards in May that a bill is expected to be tabled in Parliament by 3rd quarter 2004. It will provide a framework for rapid payment dispute resolution via adjudication and will follow models in similar legislation in UK, Australia and NZ.

This paper is based on my experience and that of my company, Trett Consulting in the UK where we have been acting as adjudicators since the Act was introduced 6 years ago.
